for some reason my Paint.Net software treats every picture like it is linear display instead of pixel. this isn't a big deal except I can't use guassian blur or transparency without it looking very bad. Any ideas?

Did you just update it? If so, you might want to redownload? Your update might have been a bad one.

Not necessarily, just copy cut them to your desktop... uninstall PdN, redownload PdN, and then cut the plugins from your desktop to the effects folder.
