Many question is that the truth. When his first title reign in '07 was cut down to about 15 seconds and now he doesn't get pas his first defense, is Scott Buster simply a transitional Champion?
But others say this is not the case. Look at some other Champions who didn't step up to the plate.
Maverick Jones the original Transition Champion won the title but lost it the match to Mr. P 2 days later. Some say Mr. P stole the victory with a pinfall over his good friend, but no doubt Maverick was the original.
Much later after some contraversy, both Cody Rivers and Virus became Transitional Champions. But did the contraversy at the time taint this?
And then right before Kimbodo's historic reign, HBB, Mr. P, and Flyer allheld the title for a short time. But Mr. Pwon it in the Dome of Destruction and Flyer was a victim of Kimbodo's sneakyness.
So maybe Transitional is the wrong label. Some could argue Buster was cheated both times. But does lightning strike twice? Or is Buster the real deal?
EWA.com ask a few Superstars champions and non-champions alike what they thought of this matter.

Here's what The Rock had to say . . . The Rock: Why in the bluest of blue hells are you talking about Butters' two terrible United World Title reigns? You should be talking about how the Great One was a great champ TWICE. In The Rock's first reign he was wrongly stipped of the title and that Jabroni HBB sneakily cashed in his Money in the Bank case to end The Rock's second great reign. So The Rock says know your role, shut your mouth and start talking about somebody everyone wants to talk about . . . The Rock!

Captain Awesome came bursting into the interview room shortly after their interview with The Rock, in search of that very man.
Captain Awesome Here's what I think: Transitional champions are a product of their previous champion's underestimation. Never underestimate your opponents. If nobody did that, we wouldn't have any of these short-lived champions. Another thing is, we have a bunch of sneaky superstars here in the EWA. Sure, a champion must be ready to compete at all times, but enough is enough, you know. These guys go through a lot of stress. It takes a big man, not just physically, but mentally, to put up with that stress. Some of us just aren't up to that challenge. As for me, though... I'm too Awesome to crumble under stress.

HBB: "When you get there, you have to deal with the thing that everyone is going to rip you down anyway they can. If you can't keep your position on the top you will be teared down immediately. Buster has so much to prove now: Can he claim his way back in there? No!"
With an evil laugh HBB leaves this interview. But from these words you can count that Buster has to prove over and over again that he is THE champion.

EWA managed to get an interview from the man who quotes himself the as greatest superstar in EWA today,Aragorn. He's in a black tuxedo, wearing a black pair of sunglasses with his hair untied.
Aragorn:Scott Buster's title reign came up short,so what? That doesn't change the fact that he's still a two times world champion. And if he keeps on adding to that number, then he'll beat ShowStopper in the most times held world championships. As far as I'm concerned he's better off without it.He's not the hunted anymore, soon he will become the hunter...like me.
Aragorn raises his MitB Briefcase, and smiles.
Aragorn:So buckle up because The Game is in charge here, and Eagles run could end--
He flicks his fingers together.
Aragorn:--just like that.
Aragorn then bursts out in a laughter of self accomplishment and arrogance,as the scene fades away.
